When: 10–11 November 2025

The Extractive Industries Transparency Initiative (EITI), in collaboration with the International Conference on the Great Lakes Region (ICGLR), the European Union, and the Government of Zambia, will convene a joint regional forum from 10–11 November 2025 at the Ciela Resort in Lusaka, Zambia.

The forum takes place amid rising global demand for critical minerals, which presents both opportunities and challenges for African countries. The event will provide a platform to strengthen and align policy and regulatory frameworks on critical minerals and examine how regional and international transparency and governance initiatives can support responsible investment and help countries realise the potential of emerging critical minerals partnerships.

This keynote address by Dr Marit Kitaw of UNECA will cover the increase in global critical minerals demand and Africa’s critical minerals endowment, mapping the opportunities and risk for the region. These are presented within the context of the geo-political shifts related to securing supply chains and ambitions on value addition.

This session will explore transparent and accountable licensing and contracting can attract responsible investment, prevent corruption and ensure that mineral resources are managed in the public interest. Participants will speak to best practices for the issue and transfer of mining licenses, but also common pitfalls for government and company stakeholders.

Across Africa, state-owned enterprises (SOEs) are expanding their roles in the minerals sector – moving from custodians of state equity to active operators, traders, investors and participants in capital markets. This plenary will examine how SOEs can balance sole ownership, joint ventures, and capital market financing to maximise national benefits while strengthening governance, minimising fiscal leakages, and ensuring Africa’s mineral wealth drives industrialisation, resilience and public trust.
