Consultancy Opportunity: External expert for EITI Validation of Requirement 1.3 in Tajikistan

Introduction
The Extractive Industries Transparency Initiative (EITI) is seeking a consultant to provide input on Requirement 1.3 of the 2019 EITI Standard on the Validation of Tajikistan
Description
The International Secretariat is primarily in search of an individual consultant, though it remains open to considering proposals from consultancy firms. The ideal candidate will need to meet the following criteria:
- Relevant university degree or equivalent.
- Demonstrated knowledge of the Tajik extractives sector, thematic and regional expertise.
- Demonstrated knowledge of the EITI Standard.
- A reputation for credibility and trustworthiness.
- Demonstrated experience and/or academic qualifications related to civic space and human rights issues in the extractive industries.
- A lack of conflict of interest with regards to the specific EITI Requirement(s) and country under review.
- A track record in similar work. Previous experience with the EITI is not required but would be advantageous.
- English and Russian fluency are required, Tajik reading and understanding is required and fluency beneficial.
- Ability to complete the assignment in the agreed timeframe.

Application instructions
A consultant will be selected following a quality and cost-based selection procedure. The consultant should submit:
- A Technical Proposal, following this template. The technical proposal should not include any financial information. Technical proposals containing material financial information shall be declared non-responsive.
- A Financial Proposal, clearly indicating a lump sum financial proposal, in USD, of all associated costs, including applicable taxes. The daily rate for consultant fees should be clearly indicated. The financial proposal should be sent as a password-protected PDF file. The passwords should not be sent - financial proposals submitted without the password will be considered non-responsive. The passwords will be requested following the assessment of the technical proposals.

Through participation in the EITI, more than 50 countries have agreed to a common set of rules governing what has to be disclosed and when – the EITI Standard. In each country that has joined the EITI, a multi-stakeholder group, composed of government, companies and civil society, supports implementation of the EITI Standard.
