Objectives

As part of the 15th OECD Forum on Responsible Mining Supply Chains, we organised a partner session on artisanal and small-scale mining. This partner session aimed to present the approach to ASM reporting under the EITI and shine light on existing ASM assessments by EITI countries. It considered the types of data that may be included in the report, how to find them, and how to use them to inform public policies.

Background

While the EITI has traditionally focused on improving the transparency of the formal, large-scale mining (LSM) sector, Requirement 6.3. of the EITI Standard requires that an estimate of informal sector activities, including ASM, is disclosed. The EITI increasingly seeks to encourage governments in certain contexts to include ASM in the process, in a bid to provide a more comprehensive picture of the contribution of the extractive sector to the economy. The EITI continues to collaborate with partners on ongoing efforts to improve transparency and accountability of ASM. This is especially important in countries where the ASM sector is known to be very significant. However, ASM is often excluded from EITI reporting by implementing countries as understanding the materiality of the revenues, in the absence of reliable data on production levels and associated flows, remains challenging.
