The Extractive Industries Transparency Initiative (EITI) is seeking a Consultant to undertake research exploring and documenting the benefits accrued by companies that support or participate in the EITI at the global and national levels. This research consultancy will aim to: (i) identify and document the benefits that companies gain through supporting and participating in the EITI, and (ii) identify, assess and document variations in how these benefits are viewed by different types of supporting companies, and in regard to different types of EITI support and participation.

The consultant must be a reputable company or group of individual(s) with a proven reputation, perceived by the EITI International to be credible, trustworthy, experienced and technically competent. Proposals should be submitted in English following the guidance noted in the attached terms of reference. 

Instructions

A Consultant will be selected following a quality and cost-based selection procedure.Consultant should submit:   

  • ATechnicalProposal, outlining: a general methodological approach for conducting research, in line with the background and objectives described in the attached ToR; relevant technical experience of the consultants from comparable research; consultant's familiarity with EITI policy areas and company engagement with transparency in the extractive sector, including any relevant information about how the consultant would identify and access appropriate stakeholders for interviews and data collection; any other information on the consultant's relevant experience; a workplan indicating steps and milestones in line with the timeframe presented in the attached ToR, and allocating an estimated number of working days for each task or phase; the consultant's CV, as well as CVs of any other researchers or consultants that might play a significant role in the research; documentation that addresses any potential conflicts of interest and accompanying mitigation strategies. The Technical Proposal should not include any financial information. Technical proposals containing material financial information shall be declared non-responsive.When preparing your proposal, we kindly ask you to include a section on potential conflicts of interest. This section should identify any areas of work, including past, present or future consultancies related to the EITI, which might pose a conflict of interest. Please also describe strategies that you intend to use to minimize those risks.  
  • AFinancialProposal, clearly indicating a  lump sum financial proposal, inclusive of all costs associated with required travel and applicable taxes, at a maximum USD 20,000. The daily rate for the consultant fees should be clearly indicated. Please note that all financial proposals must be password protected. Financial proposals submitted without a password will result in disqualification.

Proposals must be delivered by email to SKasimova@EITI.org by close of Friday 15 July 2022.

En devenant membres de l’ITIE, les pays s’engagent à divulguer des informations sur l’ensemble de la chaîne de valeur de l’industrie extractive – des conditions d’octroi des droits d’extraction, à la manière dont les revenus parviennent au gouvernement et profitent à la population. Par le biais de la participation à l’ITIE, 56 pays ont adopté un ensemble de règles communes régissant ce qui doit être divulgué et quand – la Norme ITIE. Dans chacun des pays ayant adhéré à l’ITIE, un groupe multipartite composé de représentants du gouvernement, des entreprises et de la société civile apporte son soutien à la mise en œuvre de la Norme ITIE.
