Shell plc is an Anglo-Dutch multinational energy company headquartered in the Netherlands and incorporated in the United Kingdom.

For an international energy company, it is important to show what we have paid to governments in different countries. But we also understand that people want to know why we have paid that amount. That’s why apart from being open about taxes ourselves, we encourage governments to join the EITI and share contracts and licenses in line with EITI’s revised standard on contract transparency. With this standard, EITI enables reliable information to governments, companies and society. And the EITI offers a platform where governments and companies can be held accountable.

Engagement with the EITI

Shell plc and/or any of its subsidiaries is one of the founding supporters of the EITI and Shell's Executive Vice President Taxation and Controller, Alan Mclean, serves on the 2019 - 2021 international EITI Board. Shell participates in multi-stakeholder groups in several countries including the Netherlands, Nigeria and Trinidad and Tobago.

To help improve accountability and achieve greater transparency, Shell supports a mandatory global reporting rule for extractive industries, in line with the EITI Standard. Shell supports the principles of regulations that seek to improve tax accountability and good governance, always ensuring that it respects the laws of countries where it operates. 


Tax and transparency

Shell has a long history of supporting tax transparency. Along with being a founding member of EITI in 2003, in the same year Shell was the first company to publish the taxes, royalties and other payments it made to the Nigerian government. These were published with the government's permission and support. Shell has been publishing the revenues from taxes and royalties voluntarily since 2012. 

Since 2016 Shell has made mandatory disclosures under the UK Reports on Payments to Governments Regulations 2014 (amended December 2015). The company files its reports on payments to governments with the relevant UK authorities. The last filed Report was for 2019 and included detailed payments on a project by project basis in 28 countries.      

In 2018, Shell endorsed the B Team Responsible Tax Principles, developed by the B Team Responsible Tax Working Group with input from non-governmental organisations. In 2019, Shell adopted these principles as its own.

Shell also voluntarily publishes its Tax Contribution Report, which aims to provide easily accessible and detailed information on Shell’s taxes in all countries where it has a taxable presence. Read more about Shell's tax approach on Shell's website
