How can EITI practitioners use data to stimulate informed dialogue about extractive sector tax policies?  

Tax administrations play a key role in ensuring that tax policies translate into effective revenue collection.

This event will provide information and ideas on how EITI practitioners can use data to stimulate informed dialogue about extractive sector tax policies, support tax administrations in revenue collection and prevent revenue loss. Representatives from implementing countries and international experts will share their experiences on financial modelling of extractive projects and using the findings to inform policy making. The Norwegian Tax Administration will share their experiences on how to support countries to strengthen capacity to translate tax policies into effective revenue collection, building on the Norwegian experience.

Participants will have the opportunity to share their own experiences and ask questions.

Speakers

  • Moderator: Simen Bjørnerud, Senior Adviser, Tax for Development, Norad

  • Johnny West, Founder and Director, Open Oil, on opportunities related to analysis of data through financial modelling to highlight potential revenue losses and inform tax policy

  • Paye Alioune Badara, Deputy National Coordinator, Senegal EITI, on how Senegal EITI is working with the tax authority to improve sharing and use of data (revenue, production and export) to improve collection of revenues from the extractive sector.

  • Semming Austin, Senior Advisor (International Relations), Norwegian Directorate of Taxes, on experiences with building capacity of tax administration to improve revenue collection from the extractive industries, in the context of digitalisation of tax administration.

  • Murjanatu Gamawa, Country Manager, EITI International Secretariat, on how the government is using the EITI and financial modelling to inform decisions about tax policy in the industry and highlight potential revenue losses.
